There are a set of national performance measures known as HEAT targets, and these are designed to focus NHS Scotland on working with its partners to deliver services that will support the Scottish Government's longer term outcomes.  HEAT stands for Health Improvement; Efficiency and Governance; Access to Services; and Treatment appropriate to individuals.  The HEAT targets which relate specifically to mental health services are:

• Reduce the annual rate of increase of defined daily dose per capita of antidepressants to zero by 2009/10.

• Reduce suicides in Scotland by 20% by 2013.

• Reduce the number of readmissions (within one year) for those that have had a hospital admission of over 7 days by 10% by the end of December 2009.

• Each NHS Board will achieve agreed improvements in the early diagnosis and management of patients with a dementia.

The Scottish Government delivery plan for mental health services, Delivering for Mental Health, also set out 14 specific commitments which relate to the HEAT targets.

The Health Department at the Scottish Government have commissioned an improvement programme, known as the Mental Health Collaborative.  The overall aim of the Mental Health Collaborative is to support NHS Boards to make the improvements needed to deliver against the HEAT targets and the 14 commitments set out in Delivering for Mental Health.
